Territorial Scope of Law 81 of 2019
Law 81 of 2019 applies to databases located in the Republic of Panama and to all public and private entities domiciled in Panama that process personal data in the course of their activities. Additionally, it applies to activities offering goods and services targeting the Panamanian market, even if conducted from abroad.

Roles Obligated to Protect Personal Data
Law 81 of 2019 distinguishes several roles responsible for the protection of personal data:

Data Controller: The entity that decides on the purpose and means of processing personal data.
Database Custodian: The entity that, while providing a service to the data controller, accesses personal data under its mandate.
